Inspection under the Life program in the North-East State Enterprise
The documentary and field inspection of the projects under the LIFE program of the EU, on which the team of the NORTH EASTERN STATE ENTERPRISE is working, took place from 10.04. until 12.04.2023 On the first day, there was the inspection of documents for the „Eagle Lands and Forests“ project, which was attended by representatives of the Ministry of Agriculture, FOREST EXECUTIVE AGENCY and BULGARIAN BIRD PROTECTION SOCIETY, which are directly involved in the development and implementation of the project. It was found that the project is moving within the previously determined deadlines, the minimum delay for some activities has been made up and a significant part of the encountered difficulties have been overcome. It was noted that with the approval of the secretariat of the program, a Regional Program for the protective forest belts will be developed for the territory of the enterprise, which will make it possible to plan in the long term all the necessary activities to deal with the main problems facing these emblematic for the region and the forest country.
On the second day, there was the document check for the „Forests of the Northeast“ project. The verifying representative of the LIFE program – Mr. Ivaylo Zafirov – explained that there is a possibility that the checks will be carried out in a different way. After the presentation of the new working conditions, which will be introduced in the month of May, experts from the NORTH EAST STATE ENTERPRISE presented the progress on the „Forests of the Northeast“ project and the funds currently spent. It became clear that there is a delay in some of the main activities, as Ivaylo Zafirov pointed out that it is possible to extend the deadline for completion. Also discussed was the expenditure of the project budget, which was calculated before the inflation of the last two years, with radically different prices of fuels and consumables. Eng. Nikolay Vasilev from the Ministry of Agriculture emphasized the need to prepare an analysis of the remaining funds as soon as possible, to assess the possibility of transferring to activities where the resource is not sufficient, and also to request an official renegotiation of part of the set parameters, which are practically unfeasible at the current prices for labor, materials, equipment, consumables, etc. Eng. Vasilev is committed to supporting a reasoned request for change to the LIFE program secretariat, in order to achieve to the maximum extent, the set natural indicators for areas cleared of invasive species, afforestation carried out, etc.
During the second day, a field inspection of objects under the two projects was carried out on the territory of the Balchik STATE HUNTER. The experts had the opportunity to see the transformation of coniferous culture, afforestation and good practices of nursery production on the farm, including for producing saplings for afforestation on all projects implemented by the enterprise. The territorial division reported that all activities were completed on time.
During the last day of the monitoring, several more sites were visited on the territory of STATE FORESTRY Dobrich and STATE FORESTRY General Toshevo, where the performance is also very good. Project experts from both divisions believe that by the end of the year they will have completed all activities on the Eagle Lands and Forests. Ivaylo Zafirov gave an excellent assessment of the field work in the three farms.
It is expected that next week a new meeting of the teams on the two projects will be held, with the main focus being the official presentation of a request to the LIFE program secretariat to update the set project results and, accordingly, the methods of financial reporting.
