„A change is needed in the forest regulations for the management of the network of field protection forest belts on the territory of the North-Eastern State Enterprise, Shumen“, said Eng. Radoslav Radev, Deputy Director of the State Hunting Unit – Balchik and chairman of the Regional Council of the Union of Bulgarian Foresters for the Varna region at the opening of a working meeting in the city of Dobrich. The purpose of the event, organized by the Union of Bulgarian Foresters, was to identify and discuss measures to correct the gaps in the regulatory framework related to the restoration, protection and management of field protection forest belts in the region.
The meeting began with a filed visit to damaged protective belts in the State Forestry Unit – Dobrich. On the next day, the attendees got acquainted with the real state of the defensive forest belts of State Hunting Unit – Balchik and State Forestry Unit – General Toshevo. In the forestry and hunting units, on whose territory there are protective forest belts, drying of the ash and Turkey oak tree plantations is observed.
The experts discussed the problems related to the boundaries of the Dobrudzha field protection belts, marked in the cadastral map, as well as their creation, phytosanitary condition and functioning. They united around the thesis that it is necessary to create a possibility to plan the activities for restoration, afforestation, cultivation and management of the field protection forest belts.
At the end of the working meeting, the director of the Forestry Enterprise Directorate, Eng. Tony Krastev, summarized the observations from the two-day field work and proposed changes to be made in three of the regulations so that the belts could be managed more easily and their network in Dobrudzha preserved. Eng. Krastev gave a deadline of two weeks to all the experts to write their proposals for changes in the regulatory framework, after which he would prepare a report so that the proposals would be entered, before the units in the area go into their forest management procedures.
Representatives from various authority departments took part in the working meeting, namely, the Ministry of Agriculture and Food, the Executive Forest Agency, the Northeast State Enterprise, the directors and experts from the Regional Forest Directorate – Varna, the Forestry Protection Station – Varna, the state forestry and hunting units.
